Location: Intervention district, Odisha with district-wide travel; regular block and facility presence
Districts: Kandhmal, Kalahandi, Nabarngpur
Position Summary
The Program Officer – Training & Implementation leads health systems strengthening work in the district, planning the district programme, coordinating with officials, and ensuring interventions are implemented and monitored on the ground. The role leads district-level trainings of supervisors and staff nurses — with handholding from the Senior Program Officer – Training & Implementation — and carries facility-level insights into government review and quality platforms, so that improvements are owned by the district health system rather than run in parallel to it. Reporting directly to the Director, Odisha Programme, the role carries direct visibility and a clear voice in shaping district implementation.
Responsibilities
- Lead facility enhancement and HSS interventions in the district, anchoring district-level programme planning.
- Lead district-level trainings of supervisors and staff nurses, with handholding from the Senior Program Officer – Training & Implementation.
- Coordinate with district and block officials on implementation, building government ownership of interventions.
- Attend sector, block, and district-level meetings, keeping programme priorities visible within government review platforms.
- Provide facility-level inputs for NQAS, QIC, BQAC, and DQAC meetings, supporting facility quality certification work.
- Monitor activities and support quality improvement at facilities, identifying systemic gaps early.
- Track district data and report progress accurately and on time.
- Solve day-to-day implementation issues in the district, flagging only what needs SPO or Director-level attention.
Skills and Experience Required
- Postgraduate degree in public health, social work, or a related field.
- 3-5 years in health or development field roles; familiarity with the district context preferred.
- Practical understanding of HSS and district health systems.
- Good coordination and relationship skills with government officials.
- Comfortable using data for monitoring; self-driven and willing to travel within the district.
- Fluency in Odia and English, written and spoken is essential.
