Location: Bhubaneswar, with regular travel to intervention districts

Position Summary
The Associate – Monitoring & Evaluation will be responsible for embedding evidence and learning within TAF’s Odisha program, enabling data-driven decision-making across all maternal and child health interventions. Working closely with both the M&E team (based in Delhi) and program team members (based in Odisha), the Associate -M&E will design monitoring frameworks, safeguards for data quality and protection, and help convert programmatic  data from the field into actionable insight for programmatic decisions, and government and donor facing conversations. Reporting directly to the Director, Odisha Programme, the role carries direct visibility and a clear voice in how the program measures, learns, and course-corrects.

Responsibilities

Monitoring
  1. Design and implement monitoring systems, frameworks, and tools aligned with the Odisha program’s Theory of Change and log frame.
  2. Set up systems to collect and analyze qualitative and quantitative data, generating actionable insights for program and government reviews.
  3. Ensure data quality across collection, management, and cleaning, running periodic data quality assessments in the field.
  4. Coordinate with program teams to integrate monitoring into field implementation rather than run it in parallel.
External and internal stakeholder management and reporting
  1. Prepare dashboards, presentations, and management reports, data and policy briefs that make progress visible and decisions easier.
  2. Build capacity of field teams on monitoring tools and data systems, embedding data practice across the district teams.
  3. Prepare donor and internal progress reports accurately and on time.
  4. Present TAF’s programmatic insights to government officials, donors and other internal and external stakeholders.
  5. Coordinate with external partners on data and evidence workstreams where required.
Evaluation
  1. Anchor the Odisha program's baseline, midline, and endline evaluations — supporting design, field data collection, quality assurance, and analysis at each stage.
  2. Participate in other internal and external evaluations, implementation research, and impact studies, supporting knowledge management and organizational learning.

Skills and Experience Required
  • Master's degree; preferably MSW, MBA, Statistics, or Rural Management
  • 2-4 years of M&E experience in public health or international development
  • Strong grounding in monitoring frameworks — Theory of Change, logframe, outcome mapping, process and impact evaluation, and implementation research
  • Hands-on experience with data collection, analysis, and reporting
  • Technical proficiency in advanced Excel/Google Sheets, ODK, Power BI or Google Data Studio, and statistical packages (R/Stata), with database management and dashboard development skills
  • Strong report writing and presentation skills; fluency in Odia and English preferred.
